- ESC State Chapter Playbook - The Chapter Playbook outlines approaches from around the country of how to operate a successful state ESC Chapter in support of a statewide public program to increase GESPC activity in a state.

- State Needs Assessment Analysis – Based on survey responses from 35 participating states this analysis provides insight into the trends for developing and maintaining programs throughout the country, and the states’ adoption and implementation of the ESC 10 Key Attributes of GESPC Program Readiness. (Surveys were conducted in 2016, 2017 and 2018).
- Executive Orders by State – The ESC has identified 14 Executive Orders issued by governors since 2001 in support of Guaranteed Energy Savings Performance Contracting (GESPC). Executive Orders are listed by state with a summary and link to the document.
